There are several reasons a user may not be able to receive
mail that has been correctly sent to them:

There is not enough free disk space for the system to
deliver the mail in the user's /users/login/mail
directory. Run "fs listquota" to
determine if there
are disk space problems. If the user is over their
quota they will need to reduce their disk space
usage. If the partition is out of space this is a
problem with the WAM system and should be reported.

Mail can be read a number of different ways. The
system delivers mail to a file called
~/mail/loginid. This is the same file the command
line version of mail normally uses. The NeXTMail
application copies mail out of this file into a file called
~/Mailboxes/Active.mbox/mbox. If the mail is visible
from the NeXTMail application but not the command line mail
program then this is the problem. Users can use "mail
-f ~/Mailboxes/Active.mbox/mbox" to read mail that has been
moved as a result of running the NeXTMail application.

If mail can be read from the command line mail program, but
is not being received by the NeXTMail application then
something related to the mailbox called Active.mbox has
been corrupted. Rename the mailbox and create a new
Active.mbox.
