Introduction to UM Information Systems
A Guide for Access to Student and Administrative Information
at the College Park Campus
This document provides general guidelines to help determine what you need to do to get access to the information necessary to perform your job. The systems described here were developed and are maintained by several different units on campus. The Office of Information Technology can provide more detailed information on the systems they support. Appropriate contact information is included.

In addition, anyone requesting access to a computer system on this campus should read
Appendix B of this document, "University of Maryland, Policy on the Acceptable Use of Information Technology Resources". The policy provides
standards for faculty, staff, and students' use of campus computer resources. Questions
about the Guidelines may be directed to the President's Legal Office (405-4945).
How Do You Get Access to Student Information? (ADVISE, Degree Auditor and SIS)
Access to student information is provided in three ways: ADVISE, Degree Auditor and SIS. Which one(s) you use depends on your needs. Currently you need separate accounts for each system. When requesting access to ADVISE, Degree Auditor and/or SIS, it is necessary for you to complete the FERPA Tutorial at www.sis.umd.edu/ferpa/ then sign, the Statement of Understanding on the UM Account Request form. In addition, you should review the "University's Policy on Disclosure of Student Records" (see Appendix A).
What is ADVISE?
ADVISE is a tool that helps colleges and departments manage their advising populations. It is supported by OIT and is part of the Deans Electronic Academic Network System (DEANS).

Information in ADVISE is updated twice a week. Access is granted by the ADVISE authorizer in your college/unit.
What is Degree Auditor?
Degree Auditor is a subset of DIVA (Distributed Interactive Visual Adviser) which is a system that is currently in the developmental stages and will one day replace ADVISE. Degree Auditor is currently a pilot project which allows users to audit an individual student record against distributive CORE requirements as well as growing number of individual major requirements from colleges across campus. It is in the testing stage at the present time.

Account Is Right For You?
Often, users are unsure of which account will best fit their needs. By following the
general guidelines below, users should be able to determine the system which will help
them perform their tasks in the most efficient and appropriate manner.

How Do You Get Access to Administrative Information ?
( Leave Processing, FAS, Procurement, Travel Requests)
The Office of Information Technology provides access to a
variety of systems that support administrative functions on campus including leave
processing, academic resource system, and electronic mail. Access for HRS, ARS, FRS, Procurement and other applications can be requested by completing the UM Account Request. These systems are described below. Access varies by system. See the contact
person listed below each section for additional information.
ARES
The Administrative Resource Enterprise Services (ARES) web-page provides:
The ARES web page can be found at www.ares.umd.edu and is accessed by logging into the system using your Directory ID. Any questions or problems concerning the ARES web page can be directed to the OIT Help Desk (301) 405-1500.
ARS
The Academic Resource System (ARS) is an on-line computer system designed by Academic Data Systems to electronically execute all aspects of the academic appointment process, produce the faculty sections of the graduate and undergraduate catalogs, process graduate faculty status and process visiting scholar visas. In addition to appointment information, ARS also provides the following information on all faculty and associate staff members within the Academic Affairs division:

PHR
The PHR system is a web-based application developed in-house (by UMCP) that provides the campus with an electronic system to capture payroll, human resources, and time/attendance information. This system contains current and historical employee/appointment, position, and time entry records for five (5) USM campuses including University of MD, College Park (UMCP), University of Maryland Biotechnology Institution (UMBI), University of Maryland Center for Environmental Science (UMCES), University of Maryland Systems Office (USMO), and University of Maryland, Eastern Shore (UMES). Each institution maintains their own data. The UMCP position data is maintained by the Classifications section within the University Human Resources Department (for Exempt, Non-Exempt and Contingent positions) and the Office of Data Administration (for Faculty positions). The employee and appointment data entry is entered decentralized by the campus units, while various Service Offices maintain the PHR Business Rules Tables centrally. A PHR Customer Service Center provides on-going end-user support. Payroll Services manages all aspects of the UM System-wide payroll function. PHR includes an electronic transmission of Gross Pay and Pay Adjustments to CPB, Central Processing Bureau.

How Do You Get Access to the UM Data Warehouse?
The UM Data Warehouse is a collection of data subsets which contain data elements that were extracted from various campus databases into one integrated Oracle relational database. The database can be used for ad hoc querying, downloading of data into other applications, and as the foundation for web-based reporting applications. Access to the various data subsets is granted by the data steward of each data subset. Refer to the following web page for a list of the campus data stewards: http://www.oit.umd.edu/DataAdmin/
The warehouse enables authorized business managers and administrators
to access their own unit's data from their desktop. It also enables application developers
to build specialized applications from the campus data infrastructure.
Types of Data Warehouse Access
Access is assigned to the data warehouse based on a person's functional role in his/her unit as authorized by the unit head. In addition, data are also secured by unit, college and division. Depending on their function and authorization, users have access to some or all of the data for a defined data subset. In general, a departmental user may only have access to his/her own data (department, college, or division as appropriate), similar to viewing of transaction system data. There are five basic functional roles which can be assigned to a person. A person can have one or several functional roles. The functional roles are described below:

Access the form UM Data Warehouse Account Request Form or by calling the OIT Help Desk at (301) 405-1500 to request a form be sent to you.
Please read the form carefully and be sure to provide all necessary information and signatures for the access you are requesting.
Once you have completed the form, send it to your Dean, Chairperson or
Director for approval and processing. You will be notified via campus mail when your
account or accounts have been created. You will be provided with information on available
training sessions at that time.

Appendix A
UNIVERSITY POLICY ON DISCLOSURE OF STUDENT RECORDS (Buckley Amendment)The University of Maryland adheres to a policy of
compliance with the Family Education Rights and Privacy Act of 1974 (the Buckley
Amendment). With certain limitations, this act requires and it is the policy of the
University:
(1) To permit students to inspect their educational
records.
(2) To limit disclosure to others of
personally-identifiable information from education records without the student's prior
written consent.
(3) To provide students the opportunity to seek correction
of their education records where appropriate.
Prior consent will not be required for disclosure of
educational records to school officials of the University of Maryland who have been
determined to have legitimate educational interests.

Information" and will be disclosed without prior consent unless a student files
written notice. Directory information consists of:

Appendix B University of Maryland Policy
on the Acceptable Use of Information Technology Resources
(Approved as amended by the university Senate on April 3, 2006. Signed by President Mote on April 5, 2006)
Primary Principles: Freedom of Expression and Personal Responsibility
Freedom of expression and an open environment to pursue scholarly inquiry and for sharing of information are encouraged, supported, and protected at the University of Maryland. These values lie at the core of our academic community. Censorship is not compatible with the tradition and goals of the university. While some computing resources are dedicated to specific research, teaching, or administrative tasks that would limit their use, freedom of expression must, in general, be protected. The university does not limit access to information because of its content when it meets the standard of legality. The university's policy of freedom of expression applies to computing resources.
Concomitant with free expression are personal obligations of each member of our community to use computing resources responsibly, ethically, and in a manner which accords both with the law and the rights of others. The university depends first upon a spirit of mutual respect and cooperation to create and maintain an open community of responsible users.
General
This policy sets forth standards for responsible and acceptable use of university information technology (IT) resources. These resources include computer systems, computer labs, applications, networks, software, and files.
IT resources are provided to support the academic, research, instructional, and administrative objectives of the university. These resources are extended for the sole use of university faculty, staff, students, and all other authorized guests to accomplish tasks related to the status of that individual at the university, and consistent with the university’s mission.
Those using university IT resources, whether at the university or elsewhere, are responsible for complying with security standards set forth by the Vice President and Chief Information Officer (VP/CIO), safeguarding identification codes and passwords, and for using them solely for their intended purposes. Individuals are solely responsible for their personal use of IT resources and are prohibited from representing or implying that statements related to such use constitute the views or policies of the university.
The maintenance, operation, and security of IT resources require responsible university personnel to monitor and access systems and networks. To the extent possible in the electronic environment and in a public setting, a user’s privacy will be preserved. Nevertheless, that privacy is subject to applicable federal and state law, including the Maryland Public Information Act, and the needs of the university to meet its administrative, business, and legal obligations.
Prohibited Conduct
The following provisions describe conduct prohibited under this policy:
Enforcement
Violation of the provisions of this policy constitutes unacceptable use of IT resources, and may violate other university policies and/or state and federal law. Known or suspected violations should be reported to the appropriate university computing unit. Reports may also be sent to the security unit within the Office of Information Technology (abuse@umd.edu). If possible, reports should include a copy of any non-sensitive information relevant to the putative violation.
Violations will be acted upon by the appropriate university authorities and/or law enforcement agencies. Violations may result in the restriction or revocation of access to IT resources; faculty, staff, or student disciplinary action; academic dishonesty proceedings through the Student Honor Council; or legal action.
The VP/CIO or designee may suspend, block, relocate to a secure location, or restrict access to information and network resources when necessary to protect the integrity, security, or functionality of university IT resources or to protect the university from liability. Notice of such action will be provided to the designated security contact for the affected unit.
Administration
Individual areas within the university (including divisions, colleges, schools, and departments) may elaborate upon this policy with unit-specific policies as long as they do not violate the spirit and intent expressed elsewhere in this policy.
Consistent with university System of Maryland requirements, this policy will be reviewed and updated annually or as needed based on the recommendations of the VP/CIO.
